How often are you changing your water? Most frogs defecate in the water, but I've noticed my Cubans do it more than anything, so you have to change the water regularly.
If you tell us everything you know about how you keep him (tank size, humidity, temps, what you feed it, dusting, substrate, etc.) I'm sure someone will be able to pinpoint your problem and hopefully lead him back on the right road!
I hope your froggy gets better and you can figure out what's going on to correct it. I know that some of my Cubans have gone through periods where they barely eat, so I don't worry about that too much unless it gets out of hand or they look emaciated, but the bloody-looking leg and white stuff I'd worry about!
