Sounds like 6 year minimum. That would be two generations at 3 year grow up, could take 4 years for grow up, 3 is a little young (IMO) still doable though.

Both Snows and Sunglows are the combination of two distinct genetic anomolies.

Snows require getting four specific genes into one animal, one albino and one anery gene from each parent. Minimal to have even a chance of producing a snow would be double het parents. With double het breedings the probability of snow is quite low, out of a litter of 16 you statistically would produce:
1 snow
3 albinos 66%het anery
3 anerys 66%het albino
9 normals 66% het albino, 66% het anery

Sunglows are a bit easier as the hypo trait is dominant and only requires one gene so the total aberant gene count need only be 3, 1-hypo (from either parent) and two albino genes, one from each parent. Again minimal requirement to produce sunglows would be a hypo het albino crossed with a het albino.
Out of a litter of 16 again:
2 - sunglow
6 hypo 66%het albino
2 albino
6 normal 66%het albino
