The chance of getting a foal from a mule is about one in a million, rather than zero. A foal is more likely from a mule x horse or donkey than from a mule x mule.

Horses and donkeys have different numbers of chromosomes. Mule sperm and eggs usually don't have all the necessary chromosomes for a foal to live even if fertilization takes place.
