Chris:

I'm not a vet, but I did work at an animal hospital for 9 years.

The first thing any vet will do is to take an X-Ray. The X-Ray will show if it is a tumor or a build up of fluid. If it's fluid the vet will probabaly try and asperate that area to remove the fluid. Sometimes snakes get injured and fluid will build up in the effected area. The vet won't have to be a herp expert to diagnose the problem.
