Russian Rat Question

In a post farther down, I saw where the responder mentioned that Russians needed no outside or external heat. Is this so and if it is what is the temp range needed...should an under cage heat be used.

I have purchased a 4'X 2'X 14" cage with under tank heat installed. I am going to install a flour. tube light. Can a Russian live in something like that?
