having problems involing balls purchased from pet stores

both breath heavily, and the older one has more problems: he doesnt move much, hes really skiddish, has had ri and lately skin problems. near his tail the skin is wierd colored like near a shed and its flakey, after his most recent shed it is doing that near his head
