I think the heat rope is better than conventional flex-watt for the racks because you can place more at the bottom and less at the top to create an equilibrium in temperature gradient. In conventional racks that tall, the top bins are either too hot, or the bottom too cold.
I would think the rope is safer than the tape, but I also think the tape is more reliable. That is, I would expect the likely hood of an age fault to be greater in the rope due to its properties.
