depending on where you live and the temps you keep your house, you may not even need to heat the cage at all. You just want to make sure its warm enough to digest and a gradient is nice. You dont really need to add any special lighting for the snakes benefit, only if you want it to look a certain way. For a substrate I would go with aspen. I assume you are getting a baby though, so in that case, I would say to keep it on newspaper or paper towels until it gets a little bigger. The minimum you will need is a water bowl, a hide spot, and a secure enclosure. You can do it up from there as you see fit. Good luck. A really good book to have is Kathy Loves corn snake book.
