I live in California and I just read the Fish and Game reptile regulations for the 4,000th time, What I get out of this is they are calling a common California King Snake a sub species and saying it can be collected with a sport fishing license witch I understand but also that it can be bred, bought, sold, imported or exported with no license or prior written permission.
