Corn snakes typically have have a pre-egg laying shed 10 days prior to laying eggs. There's no need to add an egg laying box until after the pre-egg laying shed. I usually wait a week after the shed before adding the laying box. If you add the box before this, the snake will be constantly exploring it, rather than themoregulating for best possible egg development. Also, if you use sphagnum moss in the laying box, the snake will get this all over the cage, as it moves into and out of the box.
Small females can mate and produce eggs. I recommend waiting until a female is a least 3 feet before breeding. In my experience, females bred at smaller sizes have stunted growth. It takes a lot of resources to produce eggs, and that energy won't be being used for growth.
