TX rattlesnake Q

I do not keep rattlesnakes, I have no desire to keep rattlesnakes for any reason. I won't kill one when I see it, I do respect them. I think they're beautiful animals but that's as far as it goes.
My question doesn't have anything to do with me wanting one.
I just wanted to make that clear up front.

I know for a fact that it's illegal to keep any venomous animal as a pet inside the city limits where I live, that's a city ordinance and it's clearly stated in the city code.
I had been under the impression that in order to keep one as a pet in the state of Texas that you have to have a permit issued by the state. Is that not true?
What made me wonder about it is that yesterday I saw an ad in our local newspaper under pets for sale, someone advertised live rattlesnakes for sale.
I called Animal Control and they stated that if this person selling is inside the city limits, he/she won't be able to keep or sell them but if he or she is in the county outside of the city limits then they can do nothing because their jurisdiction covers inside city limits only.
Previous to this I had thought it was state law that you can't do what this person is doing unless you represent a zoo or some other legitimate scientific or educational type of organization.

I'm just wondering, have I been wrong about this?
Do any of you know?
