It's normal. The little baby bearded dragon doesn't know yet you are not planning to eat it. I would give it a week or two to get used to his new home then start handling him for brief perods, or just putting your arm into the cage away from your dragon, so he gets used to have it around. Then when you can move your hand right beside your dragon without him running, gently scoop him into your hand and lift him out for a few minutes, then put him gently back. Increase time out of the cage a few minutes every other day or week. Try to put him back into the cage only after he has calmed down a moment in your hands, so he learns flipping out won't necessarly get him back in his cage.
