Phoebe is a beautiful dragon! And, she is a capra. I sort of though so when you said she had a white streak below her eye. That seems typical for capras. As for age, I think that is a very difficult thing to assess. Unless they are very small and the horns and crest are not fully developed there isn't much to judge that buy that I know of. I would say she is adult, beyond that it is no more than a guess.
I do try to leave the gravid females to themselves once they are fat. I don't like to stress them and risk any chance of problems. You do have to monitor their progress to some extent, an occasional quick exam to see where things are, but for the most part leave her to do her thing.
When she starts to nest then you need to watch to make sure that she isn't having any problems. Until then, no worries!
