The person who created the image owns that image. That image is their property. Would you want anyone to take, without asking, anything that is yours and use it? The question you should be asking is, if you use an image that is owned by someone else are you in any way infringing on their property?
I would not even consider using any image that someone else created with out asking them first and then only if they gave me permission would I use that image. I would of course give them copyright and credit for any images they allowed me to use.
