shipping snakes

How in the world does anyone ship corn snakes legally?Everywhere I check to get a shipping account,I get the same old runaround.Recently I set up an account with dhl & thought everything was o.k. but,then I'm informed that I need a small animal waiver form in my files.Snakes aren't mentioned on this form anywhere.Any ideas?? Thanks!, jeff
