how big to breed?

My husband and I have talked about breeding our RTB's. I have a male that is about 7 ft. and a female that is about 5 ft. the male is much bigger around. How big to the females need to be before you can breed them? I've heard so many different stories. I always thought the female had to be bigger than the male but recently i've been told that the size of the male doesn't matter, just the female's size? whats right and whats wrong? How big does a female have to be?
