But...
No one is saying keep the tort like it's a box turtle - just provide some way for it to get some humidity of its own free will.
An indoor setup (where Heating and AC keep humidity way down) under a heat lamp (which bakes everything dry) can produce an environment drier than any desert - with no relief for the animal.
I'm not sure, but it looks like there isn't even a water bowl, unless that planter dish under the heat lamp is a water bowl.
I keep my two little leopards indoors in a setup that isn't too different from yours. I use sheets of newspaper instead of hay, but I have a shallow water bowl that they use frequently and I soak them once a week. Plus in warm weather I give them a few hours outdoors in the high humidity of Missouri.
So give him a water bowl if there isn't one in there and be sure to soak once or twice a week.
