At one time I was keeping several different species of native Californian salamanders together in the same vivarium without any problems. Mixing herps in general though, is not something that should be attempted.

Frogs are extremely predatory and many can eat prey nearly their own size. A good sized bullfrog or leopard frog could easily make a meal of most kinds of lizards or salamanders. In turn, any turtles would likely try and eat the frogs.

Additionally, most reptiles and amphibians have vastly different environmental needs, and catering to all of those needs simply isn't possible in an average-sized enclosure.
