It could be an eastern garter snake as well - apparently the eastern sometimes is an olive color with very faint or absent stripe on it.

I do not think it is a rat snake - they usually have a stripe that goes through the eye (though the picture doesn't give a good view of the head) and the blotching is usually more distinct. Those scales look too keeled to be a rat snake as well.

That very well may be what it is.

Brown Snakes have a divided anal plate.
Garter snakes have a single.

So wether it is a species of garter or a brown snake should be easy to determine by looking at the anal plate (the large scale between the belly scales and the tail).
