I would use a 10 gallon aquarium with heat from beneath, preferably with a thermostat. Don't use a heat rock or a heat lamp.

I like the cocunut based substrate that comes in red bricks. Two hiding places - one on warm side, one on cool side. Use a water dish that is difficult to spill. Some people use small dog/cat water bowls that are weighted, I prefer the kind that pet stores over charge for that look like a rock, but I only like them because they look like a rock. The snakes don't really care what they look like. It should be big enough for the snake to completely submerge.

I suspect there is a milk snake care sheet that can give you more information. I don't know how big your variety gets, but a 10 gal may be big enough for many years if not its entire life.
