Christine,
. Mine are on damp substrate around half to two thirds of the time. I think they would be okay if the substrate was damp all of the time. Having the substrate dry is a far bigger problem than having it damp. If the substrate stays dry in my cages for more than a couple of days they dehydrate and have sheddding problems. Adults do not require nearly as much humidity as babies.

I don't keep a humidity gauge (as humidity is very relative) and hand mist daily or more as necessary – so please don't give me a numerical answer.
