Fungal Infection?

I wanted to verify that this is in fact a fungal skin infection and make sure that I am providing the correct treatment to my friends new ball (Since it is so small, I didn't want to do the wrong thing and kill it). The other question I had is to find out if it is a normal or a pastel. It seems so light for a normal.
