I can think of two things it might be. Both should be taken very seriously, and a trip to the vet is nessesary.
First, your male may have prolapsed. Do you see anything worm like in the area? It may have become infected, resulting in the swelling and discoloration. If he has prolapsed, he needs vet attention immediatly. From what you're describing, he may need surgury and antibiotics.
Second, he may have developed sperm plugs. The sperm plugs need to be expressed (squeezed out) gently to avoid further problems. Again, from what you've described, it sounds like it may be past that point. The blue color indicates blood is being cut off from the area, which will result in tissue death and infection. Please take it seriously and get him to a vet.
In the mean time, keep his home as clean as possible. Remove any lose substrate and use paper towels. Make sure he has a nice warm spot to lay in...heat will help him fight infection (just don't go above 94 degrees). Good luck! ----- Official Leopard Gecko Herder
