turtle housing

is it safe to keep a three toad box turtle inside in a 20 gallon aquarium with a water dish food and mulch as a bedding substrate it also lets him burrow in it he is really active and happy and does not go in his shell when somebody he has never seen before walks up to him and picks him up any answers will be greately appreciated thanks
