15" is a very small dragon to breed, which may explain the low clutch size, but even 4 for a small dragon is rather low, especially when the average clutch size for a bearded dragon is closer to 20 eggs.
My recommendation would be to not breed either dragon, since they are quite small to begin with, being only 15" at three years of age. Typical dragons should be at least 18" long and 350g before breeding (especially with the female). By breeding small dragons, you will end up with small babies. Considering dragons in the wild (for Inland Bearded dragons anyway) reach lengths close to 24" your dragons are quite small. ----- PHLdyPayne
