Classic RI for sure.
No need for a Vet unless you can confirm "lower" RI,Upper RI can easily be"slow cooked" out in most all cases following simple details in corrective husbandary.
Not sure of your enclosers heat source ? but what you need is "even heating" throughout the entire cage floor.Use a heating pad(s) or .....? Maintain constant enclosure temp of 95* for (2)Full weeks. No food or water and no cheating !Keep humidity down around 45-50%
After completion of slow cook offer small prey item, next week return to normal prey size and life should be grand again.

Best Of Luck !

>>I have a female boa that just shed last night. Since she shed she has been acting really funny repeatedly opening her mouth kind of like a chewing fashion and blowing almost like spit bubbles. It does sound a tad humerous but its a serious matter. I was wondering if its a characteristic of maybe RI? If so there are no real vets around this area that know how to treat exotics. Any suggestions?
