One thing to keep in mind re: UVB bulbs (actually, any fluorescent bulbs) is that they lose their output, and it is not as strong on either end. Meaning a 4' bulb should really be considered a 3 foot (consider 6" of dead UVB on either end) so be sure to overhang on ends and overlap in middle. I have been growing plants indoors for decades which is where I first learned this. You may well already know this, but I think a lot of people do not and do not take it into consideration.
