Keep feeding her, but literally... don't "watch" her at all. Visual contact from her to you should be cut of after the first couple weeks. Put food in while shes sleeping (bowls of crickets) or silkworms on branches, so that she can still eat, but not see you. She might not lay if you are watching.
She knows what to do. If your laying area is inadequate, then you may have to move her to a new location. My method is described here: http://www.chameleonforums.com/forum/showthread.php?t=1547
I usually move min into the laying bin at the first sign of diggin in plant pots or pacing the lower regions of the cage.
