Please help with my HIBERNATION question

i have tried to breed many kinds of turtles in the past years, and never had any luck. i have always tried to breed them inside, and i have gotten the males to perform courtship, but the female is not receptive. i talked to a friend about this and he said is was a matter of hibernation. i have lowered the water temp, reduced the amount of light and food, and still nothing. i have bread EBT's before, and they hibernated outside. so i guess my real question is, can i take aquatic turtles, such as res and painted turtles, and take them out of the water and hibernate them outside over the winter months? if not please give me some advice on how to properly hibernate them, and get results. thanks
