If he is Central American he is not small for his age. Some males stop at 3ft. This is the time of year males often just go off feed because they are more interested in breeding.

I had an adult male that went off feed before, and I wasn't going to be breeding him. He ate f/t rats before, and I thought live might stimulate him. Well, I didn't want to use a live rat, so I got a live adult mouse for my 6'3" boa (yes, that's right), once he killed and began swallowing the mouse (smaller than his head) I followed with a f/t rat that he would normally be fed. I did this twice during the winter before he got back to feeding.

Also, a month isn't long to go off feed, especially for an adult, and especially for a male. Most of my males eat every 3 weeks, regardless of age. Or they are fed small meals every week or two weeks. That 6'3" boa was fed 1 x-large rat every 3 weeks on his regular schedule.
