Check out the forums at insect.net. They have one specifically on Legal and Environmental Issues and have members worldwide. I am sure if you post there you can get a reply. Great site for all things "bugs" whether feeder, collecting or pets 
As Carlton said, the company has the onus of permits. I know in some cases (here in the states) the person receiving needs appropriate permits but that is more for collectors or trading livestock for breeding, not feeders insects.
