too much water?/ what substrate?

i have a carpet chameleon, and i use paper towels as my substrate, i got a water dripper, but the only problem is my paper towels are soaked with the water now, i even have the water dripping into a plant, and the drops come about every 4-6 seconds. Is this too fast? should i change the substrate?
