It could possibly be a prolaspe" a bulge from the cloaca,It basically looks likes hemroids of some sort." usually caused by internal parisites, stress, and there are a few more reasons. Sometimes it will go back in and sometimes it won't unless you have surgery but for the most part you might want to look into it. My brb had one when I was a younger lad.
but I'm not an expert it could possibly be somthing less threatening, good luck.
