Round 1. Just brainstorming here. You might get some empty 2 liter plastic pop bottles, cut off the bottom one inch (or thereabout), and put one egg in each bottom. Or maybe PVC pipe caps or small plastic butter tubs instead of the bottle bottoms. Maybe put a couple of layers of damp paper towel over each egg. Put these in your larger container with a quarter to a half an inch of water in the bottom of the larger container. That ought to take care of your humidity.

Round 2. Sorry, I've never used an aquarium heater, so no experience there.
