Seems to me that the problem is people are being accused of dumping animals they no longer want. If that is the problem, wouldn't it just be easier to have a program where you can turn in any unwanted animal....even a snake or a lizard or whatever, with no criminal penalties or judgements of any kind. Then the animals could be appropriately placed, rather than becoming "news fodder."
