In part of the proposal, it talks about record keepinmg. I beleive that it is the "animals of concearn" owners duty to notify FWC of any deaths births etc. Im sure a lost or stolen pet would be required to be reported as well, and if not then owner would be fined for not doing so.

After listening to some other points, i do agree something had to be done in order to help all of us good owners who do it the right way, not get such bad press.
