It is possible the black spot is natural pigment but it is rather odd, considering the rest of your dragon's coloration. I would get a vet to check it to be on the safe side.
Your temps are too low, 32C comes out to about 90F. Bearded dragons should have a basking spot between 95-115F (35-46C). If the temps are not high enough they cannot digest their food correctly and it can rot in their stomachs, causing all sorts of problems. It is good he is active, the temps may actually be higher than what your thermometer says. What sort of thermometer are you using? Are you measuring the temp directly on the basking area?
I don't know what condition the dragon was in when you bought him, he may have already been skinny. He definitely appears to be eating a fair amount so he may put the weight on under your care fine. How often are you offering food? Once a day, twice? Are you dusting his crickets regularly with a calcium powder and multivitamin?
The black spot may be a small burn which he obtained before you received the animal. If it continues to look bad, starts to show signs of swelling, or if his activity/appetite drops, a vet check definitely is in order. If the spot gets bigger, it could indicate a fungus growth, tumor or absess, again signs a vet check will be needed. ----- PHLdyPayne
