Some of the wood chips contain oils that are toxic to them. Some of the substrates can be ingested and cause impaction (one of the reasons I was asking if he was pooping). I would rather not take the risk of using a substrate. Most chameleons won't drink from a water dish and its a place for bacteria to grow if it isn't kept very clean.
I hope that you will take him to the vets to find out what is wrong with him for sure...and so he can get the necessary treatment for his problems.
