I have a breeding pair of Ornate Woods like yours.
Yes they do have a period of lesser activity, mine are slow right now. My four babies however, are not!
It is normal for them to dig and hide, the deeper the substrate the better.
What kind of water supply does your turtle have? They need a 'pool' area deep enough that the water is 1-2" over the shell.
Mine are eating little right now, when it warms up soon they'll be back to their usual pigging out. Worms are great as usual, offer lesser amounts of food to prevent waste of food.
Keep it warm as usual, it sounds like your turtles biological clock is working.
