With a simple recessive, the latter is correct. You will get 25% Albino (or whatever the trait is), 50% Het, and 25% normal. The problem is with most recessive traits, you won't know which of the hets are hets and which are not, so that is where the 66% het comes from (as in 2 out of 3 are het and 1 is not).
