Not really sure what your asking. Although Hog Islands were never officially taxonomically defined they have been called B.c.imperator by most in the hobby.
Consider that Tarahumara Mt. Boas from Mexico, possibly the smallest boas, are BCI as well as all the varied locales down through Central America and into most of Colombia. Then all the insular forms. Among that group there are a lot of differences in imperator.
The rules of 3 years or more for a mature female usually work well for all boas. Some need longer, BCC, and amarali for example, and in rare cases some can breed earlier. Males and females both exhibit certain traits and characteristics that help keepers determine if they are mature. I would say gain familiarity with those characteristics, raise the animals well, and go from there.
