Tail wagging

Do males push out there cloaca a little and tail wag when a female is near? I purchased a male pastel and and two normal females. all are breeding size. I was cleaning out a cage and placed one of the females in with the male for about ten minutes. when i was about to grab her out i saw that my male was wagging his tail and pushing his cloaca out a little as he moved about the cage. I havent gotten them sexed yet, just going off of what i was told from previous owners. Could it be that my male pastel is really a female?
