I've seen unfinished cages. Mostly the unfinished state only means that they rot out within a few years.

What to do depends on how badly damaged the cage is already. It may not be worth fixing up. Unless the seams have already been caulked with silicone, that would have to be done, too. And the fumes from curing silicone are not good for the snakes to breathe. No matter what is done to the cage, the snakes can't live in it while it is being worked on.

In my opinion, the sanctuary should buy, borrow or build another cage, move the snakes into that, and only then either junk or repair the present cage.
