A simple way as follows:
START > ALL PROGRAMS > ACCESSORIES > PAINT
Once the Paintbrush program opens, go to:
File > Open >
Then select the photo wherever you have it. I sometimes save my photos to the Pictures File or Documents as a JPEG first, or you can open them directly from the cameras SD, XD,...ETC card.
Once the photo is opened:
File > Save AS > From the drop-down window select "Save as Type" now select JPEG > Save > Confirm Save as press "Yes".
This will resave the picture in a much smaller JPEG format. (Note:this step can be omitted if you already know the picture is in the JPEG format. If unsure do this step).
Next Select:
Image > Attributes > Then press Pixels "dot"
This will list how the picture is setup. You have to be 1200 x 1028, no larger to upload.
Now you can either change the Width and Height fields to 1200 X 1028, the press:
File > Save
OR..., You can go to:
Image > Resize/Skew > and the reduce the Horizontal and Vertical percentages until the photo is the correct size when you recheck it under the previous Image > Attributes > Pixels selection.
I go back and forth between Resize/Skew and Image > Attributes > Pixels, reducing the pictures Horizontal and Vertical size by 10% until the photo is 1200 X 1028 or less. (Note: Its very important you do both the Horizontal AND Verticle the SAME percentages, or you will screw up the pictures aspect ratio and it will look funny).
Its easy once you do it a few times.
The file will now be a JPEG(not too many pixels) and the correct size 1200 X 1028 or less.
It can then be uploaded through the Photos selection at the top of the page.
