Some groups will adopt out certain animals locally without a fee - I'm one of them. But, I also have a screening process, and would want to see how a turtle would be kept, and want to know what would happen to it when it was full-grown. I get very concerned when someone says they want a cute baby, particularly around children. Adopted animals usually also come with adoption contracts specifying that the animal will be returned if the owner can't keep it any longer - so you can't just give the animal away to anyone once it's outgrown your needs. Fostering is a consideration, if someone wants something small for the short term.
