Yes, it sounds like he's getting ready to shed. I put a dish of damp (not soggy) sphagnum moss (available at the pet shop) in the cage. Then I put an upside down flower pot with holes cut into it in the dish. A plastic tupperware contianer works, too, but I prefer the flower pots, as they absorb abd hold moisture. That should give him more humidity for his shed. Also, if you have sreen on top of the cage, you might cover it up at least partly with a plastic bag.
And, yes, it's good that he flicks his tounge when you hold him. He's exploring.
As far as feeding, a good rule of thumb is to find the widest part of his body, and give him a prey item that's about that big around. Yes, he can swallow it. 
Bless you for wanting to give you snake the best care. He sounds like a lucky snake.
