He definitely had a problem before he arrived. But, if something happened during his trip (got heat stressed and dehydrated, cold, etc) that might have been severe enough to cause whatever the problem was is hard to say. You could ask the shipper to review the trip to see if there were any odd delays, temp extremes. Check the shipping package. Was there a heat or cold pack that might have gotten too close to him? I once had 2 frogs shipped, but one was DOA and the other died a week later. I found when I opened the shipping box the heat packs had been pressed right on top of the deli containers and I think they sort of steamed the frogs for hours. Did your veileds arrive from a different shipping trip? I wasn't sure. I think you should also tell the breeder what happened. You did everything right once you got him, so check to see if the breeder has any kind of health guarrantee (live arrival only, 5 day health, etc). The problem is, chams react so individually to things it might be hard to know if the trip just happened to really upset this particular cham. Look for the obvious things first, and maybe an answer will appear. Good luck!
