probably the best place to learn how to build a mouse rack is below in the feeder forum or one of the more busy snake forums (ball pythons or boas are good ones, though rat racks may be built more than mice, but not very hard to convert one into the other).

There are many ways to build a mouse rack, depending on how many tubs you need and the size you want to use. Most use large kitty litter pans for the cage, with hardware cloth (1/4" wire mesh) over the top. THis way lab chow or whatever food used, can be left ontop of the wire mesh and the shadow kitty litter pans allow the mice to eat the food through the wire mesh, to avoid waste. Sometimes, you may have to create a feed hoop (basically a small 'cage' made of the hardware cloth that is suspended lower than the main top, so the mice can reach it.

Individual water bottles can be stuck through the hardware cloth as well, or an automatic watering system used (well, not realy automatic but the water is stored in a large tank set above the rack, which provides water to all cages at once.)
