heating questions

i have two female leopard geckos (the daughter is about 2-3 years old and mama is about 6) that i am planning on taking to college with me. after two years of living in pet-free dorms, i am able to take my babies to my new apartment. does anyone know how much it'll take daily (or monthly) to heat a gecko tank with a heat pad and say a 40W light? we have to pay for utilities separately, so its good for me to know how much this will cost me. also, in the past, my UTHs' glue has given way and i want to know if there is anyway i can keep the damn thing on there safely. it really sucks to have to buy new equipment every year.
