heating??

I have a 20 gallon long with an UTH. I've tried the guage thermometers and the strip ones. and they dont change when the heater is on or off. but when i place them on the glass directly on the heater they both register about 85-90. Am i going to need a light as well or will this be okay? I dont mind getting a bulb for my light, but I am thinking it might make it too hot? what do you guys and gals think?
